Israeli intelligence (Mossad) drones had already penetrated Iranian territory, paralysing mobile missile systems and air defence infrastructure. More than 100 targets were attacked, at least 30 missile launchers and dozens of senior IRGC commanders were destroyed. Following Israeli air strikes and drone operations, at least 100,000 people fled Tehran en masse to Iran, in the northern province.

Iran's responses and military developments

Iran responded with Sejji and other ballistic missiles: it launched several waves of attacks against Israel, some of which penetrated its air defences, and hit civilians and medical facilities such as Soroka Hospital in Benshebe. There have been US bombings of Iran's nuclear facilities. In response, Iran struck the US Al Udeid airbase in Qatar, which the US claims was successfully captured and caused no casualties.

Involvement of the US and other international actors

Donald Trump, President of the United States, as mediator, announces a 24-48 hour ceasefire, which both sides have reportedly accepted. But within hours, the war between Iran and Israel resumes.

The US and Israeli objectives vis-à-vis Iran are interrelated, strategic, military and political.

Israel's goal vis-à-vis Iran is the complete destruction of Iran's nuclear programme. Its aim is to prevent Iran from reaching the 90 per cent enrichment of uranium needed for weapons production. Israel also aims to curb Iran's regional influence and to dismantle the Iranian proxy network.

US goal is not necessarily regime change, but avoiding Iranian nuclear weapons and preventing regional escalation of the conflict.

Israel has nuclear weapons, while Iran does not. Israel has never signed the Nuclear Non-Proliferation Treaty (NPT), so it has not committed itself to nuclear verification. It has not formally acknowledged that it has nuclear weapons, but it has not explicitly denied it. In practice, Israel follows a policy of "nuclear ambiguity". It is estimated that Israel has between 80 and 90 operational nuclear warheads. Israel's secret nuclear reactor is located in Dimona (Negev desert), where plutonium has been produced since the 1960s (Jericho-type ballistic missiles, fighter-bombers, submarines).

Iran currently has no nuclear weapons

Iran is a member of the Non-Proliferation Treaty, a signatory to the NPT in 1968, so it could not develop nuclear weapons. According to the UN International Atomic Energy Agency (IAEA), there is no evidence that Iran has actually produced a nuclear weapon.

Iran's aim in the current war against Israel is complex and multilayered. They are political, military, religious and strategic. Deterrence and retaliation against Israeli attacks. As a result of the Israeli attack in June, Iran lost dozens of its military and nuclear facilities, lost senior IRGC commanders.

Iran is the leader of the "axis of Shia resistance" in the Middle East. Iran's long term strategy is to weaken Israel's regional position, especially its rapprochement with Sunni countries such as Saudi Arabia and the Emirates (Abrahamic agreements). Iran's main goal is to drag Israel into a long, exhausting conflict that will undermine its international standing, discourage its Arab allies and cause internal political divisions. Iran's goal is not all-out war but to improve its negotiating position.

Regional and international risks

There is a strong risk of escalation of the war. Hezbollah, Houthis and other pro-Iranian groups could be involved (Huthi missiles had already struck near Tel Aviv in May). Russia has taken steps towards mediation, but is also supporting Iran's development (S-400, SU-35 purchases).

13-14 June 2025 Israel launches large-scale air strikes against Iran's nuclear and military facilities under the name "Operation Rising Lion".
